The $49 deposit option
Every other mainstream secured card makes you deposit at least as much as your credit line. Capital One is the exception: depending on how they read your application, your refundable deposit for a $200 starting line is $49, $99, or $200. If you land the $49 tier, you’re getting $200 of reported credit limit for a quarter of the usual cash outlay, and you can add deposit later to push the line to $1,000. On a tight rebuild budget, that difference is real.
The caveat about approval
Capital One says no credit score is required to apply and offers a pre-approval check with no score impact. What their page does not say is whether the final application triggers a hard inquiry, so we won’t claim it either way; assume a full application may involve one, as card applications generally do. More importantly, this is an underwritten card: people with active bankruptcies or very recent severe delinquencies do get declined. The graduation path is the best in the category
Capital One’s own line: with responsible use, “you could earn back your deposit and upgrade to a standard, unsecured Platinum card” — same account, deposit refunded, history intact. No new application, no new card, no closing an old tradeline. That automatic path is better than issuers that require a new application for a different product to graduate (OpenSky’s route to its Gold card involves a fresh hard check).

Capital One Financial Corporation drew 32,743 CFPB complaints in the 12 months ending August 26, 2026 — a large total that requires context: Capital One is one of the largest card issuers in the country, and raw complaint counts scale with customer count, so this total isn’t comparable to the small subprime issuers we review.
